Recently, the work plan for the development of digital economy in Henan Province in 2022 (hereinafter referred to as the work plan) was issued.

Work plan for the development of digital economy in Henan Province in 2022

In order to thoroughly implement the relevant spirit of the central economic work conference on accelerating digital transformation, earnestly implement the strategic arrangement and deployment of the provincial Party committee and the provincial government for the implementation of digital transformation, and promote the digital economy of our provinceSustained and rapidDevelop and formulate this plan.

1、 Working ideas

Strengthen the traction of the construction of the national big data comprehensive experimental zone, focus on promoting 10 actions, such as the acceleration of new infrastructure, the promotion of core industries of digital economy, the deepening of agricultural digitization, the promotion of intelligent manufacturing and industrial Internet, the construction of intelligent logistics e-commerce, the development of intelligent culture and tourism, the improvement of the quality of new smart cities, the improvement of the efficiency of digital government, the construction of digital villages and the construction of digital economic ecosystem, so as to build a strong digital province in an all-round way.

2、 Development goals

The total scale of digital economy is growing rapidly. In 2022, the province’s digital economy will grow by more than 15%and strive to account for more than 30%of GDP.

The basic support capacity has been comprehensively improved. 1000 major digital economy projects were implemented, with an annual investment of 200 billion yuan. Among them, 64 projects with a total investment of more than 1 billion yuan were mainly implemented in the field of new infrastructure, and the production capacity of servers and PCs in the province reached 1.5 million and 3 million respectively.

Industrial digital transformation was further promoted. Focus on 10 fields such as intelligent manufacturing, intelligent energy, intelligent logistics, intelligent culture and tourism, digital agriculture, intelligent city, digital governance, intelligent transportation, intelligent ecology and intelligent park, build more than 100 demonstration application scenarios, and enable the transformation and development of economy and society.

The efficiency of government governance services has been continuously improved. The scope and functions of digital government supervision services have been continuously expanded, the construction of a new smart city has been carried out in depth, and the level of intelligent, humanized, diagnosable and predictable urban governance has been further improved.

3、 Key work

(1) Build a high-level new infrastructure system. We will accelerate the development of new infrastructure and promote the accelerated development of information, integration and innovation infrastructure.

1. Accelerate the construction of information infrastructure. Carry out the construction of”double Gigabit”, implement a number of Gigabit broadband application pilot projects, promote the development of 5g network from scale construction and wide coverage to on-demand construction and deep coverage, and build 40000 new 5g base stations. Expand the capacity and improve key hub facilities such as national Internet backbone direct connection points in Zhengzhou, and plan to build a new national Internet switching center. Overall layout of data center, intelligent computing center and edge computing center, and accelerate the implementation of Zhongyuan big data center phase II, China mobile network cloud Zhengzhou Regional Center, Zhengzhou Artificial Intelligence Computing Center and other projects. Accelerate the construction of”Yellow River Cloud” with independent control and localization of the whole stack, and promote key state-owned enterprises and small and medium-sized enterprises in the province to go to the cloud. 2. Optimize and improve the integration infrastructure. Build smart highways from Anyang to Luoshan and smart subway demonstration lines of Zhengzhou Metro Line 12, improve the province’s smart charging network, improve the function of energy big data center, orderly promote the construction of hydrogen energy infrastructure in Zhengzhou, Kaifeng, Luoyang, Puyang, Xinxiang and Jiaozuo hydrogen fuel vehicle demonstration cities, and build more than 8000 public charging piles and more than 5 intelligent demonstration coal mines. Promote the digital transformation in the fields of environmental protection, water conservancy, health and urban management, improve the provincial comprehensive ecological environment management platform, build a”water conservancy brain” and smart health big data innovation and Application Center, and promote a number of”CIM +” demonstration applications in key fields such as urban management, engineering supervision and urban physical examination. Improve the development level of National Supercomputing Zhengzhou center, develop a new generation of domestic high-performance processor (Zheng Daxin), strive to maintain the international forefront of computing performance, establish Zheng dawning Research Institute, and cultivate a group of excellent talents in the field of advanced computing. (2) Enhance the development of core industries of digital economy. We will promote core industries in the digital economy and foster and expand advantageous industrial clusters.

1. Advanced computing industry. Set up a special class to promote the work of hyperfusion, formulate supporting policies and measures, accelerate the construction of major projects such as the global headquarters base of hyperfusion, memory technology servers and accessories, and Flander science and Technology Park, attract and gather about 20 supporting enterprises in the industrial chain such as raw materials, components and software, and build an industrial ecology integrating R & D, design, manufacturing and integrated application. Enhance the industrialization capacity of key enterprises such as the Yellow River, Ziguang, dawn, Inspur and the Great Wall, and accelerate the application demonstration of computing products in key fields such as government affairs, finance and energy. Accelerate the construction of intelligent terminal Industrial Park in Zhengzhou airport port area, Foxconn Zhoukou science and Technology Industrial Park and Nanyang national digital photoelectric Industrial Park, consolidate and improve the high-end smart phone industry, and actively develop new smart terminals such as projectors, VR/AR and wearable devices. Promote the implementation of major projects such as the fifth generation thin film transistor liquid crystal display device of Zhengzhou Huarui optoelectronics and 2.2 million sets of micro nano intelligent display systems of China Optics, and develop key materials and devices such as mechanism parts, display targets, glass cover plates and camera modules. 3. Internet of things industry. Promote the construction of major projects such as Xinxiang Xindong microelectronics 6-inch MEMS pilot base, and support the development of distinctive Internet of things supporting industries in Kaifeng, Luoyang, Xinxiang, Hebi, Sanmenxia and Nanyang. 4. Network security industry. Strengthen strategic cooperation with the University of information engineering, promote the transformation of scientific and technological achievements, and implement a number of cooperation projects. 5. A new generation of artificial intelligence industry. 9. Blockchain, satellite, quantum communication and other cutting-edge industries. Formulate the action plan for the application of blockchain technology and industrial development in Henan Province, promote the application of blockchain scenarios, speed up the construction of Henan blockchain industrial base based on Zhengzhou Zhongyuan science and Technology City, introduce and gather a number of well-known blockchain leading enterprises, and support local blockchain enterprises such as ZHONGDUN Yunan and Shengjian network to become bigger and stronger. (三)加快推动产业数字化转型。实施农业数字化深化、智能制造和工业互联网推进、智慧物流电商建设、智慧文旅发展行动,全面赋能产业结构升级。

(四)推进新型智慧城市深入覆盖。实施新型智慧城市提质行动,加快构建市、县(区)、社区三级智慧城市发展体系。

1.加快推进新型智慧城市试点建设。开展8个省级新型智慧城市试点建设中期评估,推广一批典型应用场景。支持基础较好的省辖市率先建设CIM平台、时空大数据平台等,打牢数字孪生城市发展根基。应用BIM技术,构建数字设计基础平台和集成系统。加强历史建筑、历史文化街区保护,推进地铁、涵洞、地下停车场等地下设施智能化改造。(责任单位:省发展改革委、住房城乡建设厅、大数据局,各省辖市政府、济源示范区管委会)

(五)全面提升数字化治理能力。实施数字政府提效、数字乡村建设行动,提高政府管理服务效能。

1.加快数字政府建设。加快实施省大数据中心一期工程,构建大数据应用支撑体系,推进全省政务数据信息共享和业务协同。持续提升政务服务能力,推动省一体化政务服务平台、政务服务移动端迭代升级,实现4000项政务服务事项全豫通办、全程网办。全面加强“互联网+监管”,推进政务服务“好差评”全覆盖,推动实名差评回访整改率达到100%。(责任单位:省大数据局,各省辖市政府、济源示范区管委会、各省直管县〔市〕政府)

(六)优化数字经济发展环境。实施数字经济生态体系建设行动,加快产业园区、要素市场建设,统筹推进优势企业培育、对外开放合作。

1.建设数字经济发展高地。支持郑州、洛阳加强协同,制定实施方案,在核心产业发展、产业数字化转型、数据价值化等领域先行先试,加快数字经济集群化发展,建设郑洛数字经济创新发展试验区。认定一批省级数字服务出口基地,支持有条件的地区积极申建国家数字服务出口基地。(责任单位:省发展改革委、商务厅,郑州市、洛阳市政府)

四、保障措施

(一)强化组织领导。建立完善省、市、县三级数字经济工作推进机制,省数字经济发展领导小组统筹推进数字经济发展,组织开展观摩交流,协调解决新型基础设施建设、核心产业发展等工作推进中的重大事项和问题,市、县研究制定具体推进方案和政策举措,确保相关工作落到实处。

(二)强化政策引导。加快设立省数字经济政府引导基金,吸引市场化投资机构发起子基金或定向投资重点企业和项目,引进培育数字经济初创企业。鼓励各地根据发展实际,设立数字经济发展专项资金,制定支持产业集聚发展、企业主体培育、创新能力提升等政策措施。

(三)强化项目建设。坚持体系化推进数字经济项目建设,按季度纳入省重点项目“三个一批”活动,定期集中签约、开工、投产一批重大项目。加强资金、土地、人力资源、数据等要素保障,提供精准、高效、优质服务,推动签约项目早开工、开工项目早投产、投产项目早达效。
