Recently, the general office of the State Council issued the opinions on promoting the stability and quality improvement of foreign trade (hereinafter referred to as the opinions), which thoroughly implemented the decisions and arrangements of the Party Central Committee and the State Council, helped foreign trade enterprises cope with difficulties and challenges, achieved the task goal of maintaining the stability and quality improvement of import and export, and helped stabilize the economy and stabilize the industrial chain and supply chain.The opinions put forward 13 policies and measures to encourage innovative, green and high value-added products to explore the international market, and support the registration and certification of Chinese and Western pharmaceutical preparations and biological products by pharmaceutical enterprises.

People’s governments of all provinces, autonomous regions and municipalities directly under the central government, ministries and commissions under the State Council and institutions directly under the State Council:

1、 Strengthen the guarantee of production and operation of foreign trade enterprises.All localities shall establish a service guarantee system for key foreign trade enterprises, take the initiative to provide services, and timely grasp and solve the difficult problems of foreign trade enterprises. The provinces where the epidemic affected areas (county-level administrative regions where medium and high-risk areas are located) are located, while doing a good job in epidemic prevention and control, determine the directory of key foreign trade enterprises and relevant logistics enterprises and personnel, ensure production, logistics and employment, help the foreign trade enterprises affected by the epidemic return to work and reach production as soon as possible, and ensure the stability of the foreign trade supply chain. Strengthen the protection of customs and operators at air ports and airports, make good use of air cargo capacity, and ensure the transportation of important parts, equipment and products. Strengthen communication and coordination with countries along the international freight trains, and simultaneously improve the customs clearance and operation efficiency of railway ports. Further improve the efficiency and capacity of land transportation in Shenzhen and Hong Kong. 3、 Enhance the function of maritime logistics services to stabilize foreign trade.All localities and business associations have organized small, medium-sized and micro foreign trade enterprises to strengthen the docking with international liner companies and further promote the expansion of the business scale of direct passenger docking of liner companies. Step up research and promote the listing of maritime freight rate and capacity futures on Shanghai Futures Exchange and Dalian Commodity Exchange. Strengthen market supervision in the field of international shipping in accordance with laws and regulations, and investigate and deal with the suspected acts of unfair competition, illegal price and monopoly of relevant subjects in the international shipping market. All localities coordinate and help logistics, freight forwarders and other enterprises to go to the port in time to lift off refrigerated goods, dangerous goods and other containers, so as to improve the cargo transfer efficiency of major ports. 4、 We will accelerate the development of cross-border e-commerce, improve quality and efficiency.For the supervision mode of cross-border e-commerce export overseas warehouse, strengthen policy publicity, guide enterprises to make full use of the current export tax rebate policy for the goods sold, and apply for tax rebate in time. Introduce policies to facilitate the return and exchange of cross-border e-commerce exports as soon as possible, and carry out pilot projects in due time. According to the characteristics of cross-border e-commerce industry, strengthen policy guidance and support qualified cross-border e-commerce related enterprises to apply for high-tech enterprises. 5、 We will increase support for export credit insurance.Expand the scale of short-term insurance of export credit insurance. China Export Credit Insurance Corporation is encouraged to support foreign trade enterprises to further develop diversified markets on the premise of legal compliance and controllable risk. Export credit insurance institutions continue to do a good job in underwriting and settling claims for foreign trade enterprises. (the Ministry of finance, the Ministry of Commerce, the China Banking and Insurance Regulatory Commission, the national development and Reform Commission and the China Export Credit Insurance Corporation shall be responsible according to the division of responsibilities)

6、 Increase import and export credit support.We will support banking institutions not to blindly withhold loans, withdraw loans, cut off loans and suppress loans for foreign trade enterprises with good development prospects but temporarily trapped, so as to meet the reasonable capital needs of enterprises according to the requirements of risk control and the actual operation of enterprises. 7、 Further strengthen financial support for small, medium-sized and micro foreign trade enterprises.All localities have strengthened the connection between”government, bank and enterprise”, sorted out the list of a number of small, medium-sized and micro foreign trade enterprises in urgent need of funds, carried out”list” management, and gave key support according to the principle of marketization. Increase the support of export credit insurance for small, medium-sized and micro foreign trade enterprises, and further expand the underwriting coverage of small, medium-sized and micro foreign trade enterprises on the basis of last year. Optimize the underwriting and claim settlement conditions of small, medium-sized and micro foreign trade enterprises and shorten the claim settlement time. Encourage banking institutions to increase credit support for foreign trade enterprises, especially small, medium-sized and micro foreign trade enterprises, in accordance with the principle of marketization. Banks and insurance institutions are encouraged to deepen the financing cooperation of export credit insurance policies, strengthen the financing and credit enhancement support for small, medium-sized and micro foreign trade enterprises, and increase the financing scale of credit insurance policies. 8、 Accelerate the improvement of the ability of foreign trade enterprises to deal with exchange rate risks.Keep the RMB exchange rate basically stable at a reasonable and balanced level. All localities provide foreign trade enterprises with more training, consultation and other public services in exchange rate hedging. Encourage banking institutions to innovate and optimize foreign exchange products, improve the service capacity of grass-roots banking institutions, actively increase the number of first-time accounts for exchange rate hedging, optimize the exchange rate hedging modules of online banking and online platforms, improve the convenience of business handling, and strengthen the exchange rate hedging services for small, medium-sized and micro foreign trade enterprises through internal assessment and incentives. 9、 We will continue to optimize the RMB settlement environment for cross-border trade.Support local people’s Bank branches and competent commercial departments to strengthen cooperation and strengthen publicity and training on cross-border RMB settlement. We will carry out pilot projects to facilitate RMB settlement of higher-level trade and investment in an orderly manner. Banking institutions are encouraged to strengthen product and service innovation and provide foreign trade enterprises with comprehensive financial services including RMB trade financing and settlement. Support banking institutions to simplify the settlement process and improve the efficiency of cross-border RMB settlement by means of electronic document review under the premise of law and compliance. 10、 Promote enterprises to make good use of online channels to expand trade transactions.Accelerate the digital and intelligent construction of exhibitions such as China Import and Export Commodities Fair (Canton Fair), strengthen the linkage and mutual promotion with cross-border e-commerce platforms, actively apply technologies such as virtual reality (VR), augmented reality (AR) and big data, optimize new exhibition modes such as cloud exhibition hall and virtual booth, intelligently connect supply and procurement, and facilitate business transactions. All localities and key industry associations optimize and innovate the online exhibition mode, focus on key countries, advantageous industries and characteristic regions, create national exhibitions, professional exhibitions and characteristic exhibitions, and help enterprises make good use of online channels to obtain more orders. All localities actively use the special funds for foreign economic and trade development and other relevant funds to support small, medium-sized and micro enterprises to participate in overseas exhibitions by means of”domestic online oral talks and overseas offline commodity exhibitions”. Business associations, trade promotion agencies, overseas institutions and overseas Chinese funded enterprise associations actively help exhibition organizers and exhibitors connect with overseas buyers. 11、 Encourage innovative, green and high value-added products to explore the international marketAll local departments of industry and information technology, commerce and traditional Chinese medicine support pharmaceutical enterprises to register and certify Chinese and Western pharmaceutical preparations and biological products in the countries or regions where the members of the International Council for the registration of drugs for human use (ICH), the pharmaceutical inspection cooperation plan (PIC/s) are located and the World Health Organization. 12、 Strengthen the cultivation and construction of import promotion platform.Consolidate and enhance the role of import trade promotion innovation demonstration zones in promoting imports, service industries, consumption promotion and demonstration guidance, cultivate a new batch of import trade promotion innovation demonstration zones, and expand the import of high-quality products. 13、 Support the steady development of processing trade.We will deepen regional exchanges and cooperation, support the gradual transfer and stable development of labor-intensive foreign trade industries in China, protect jobs, and help rural revitalization and coordinated regional development. We will study the inclusion of labor-intensive processing trade-related industries in the central and western regions and Northeast China into the Industrial Catalogue encouraged by the state, and continue to guide the gradient transfer of processing trade. Support enterprises to carry out”two ends out” bonded maintenance in the comprehensive bonded zone, and gradually include high value-added and low pollutant emission products such as large-scale medical equipment and intelligent robots into the maintenance product catalogue. Explore the pilot of bonded remanufacturing of automobile engines, gearboxes and other products in the comprehensive bonded zone.
