Therefore, the implementation opinions put forward targeted measures such as clarifying policy boundaries, improving due diligence and exemption, implementing income distribution and reforming assessment and reward mechanism, delegating power and empowerment, fault tolerance and exemption at the policy level, Encourage everyone to act at ease. In view of the possible difficulties in operation, Tianjin has organized and prepared 13 series of operation guidelines around the pricing and investment of scientific and technological achievements in Colleges and universities, the evaluation of scientific and technological achievements, and the listing and trading of technological property rights and equity.
